‪English version below‬

‪Levantica‬

‪In many of the Levant’s conflicts, communities do not simply compete to govern. They struggle over the state itself. When a community has no confidence that its rights will survive a loss of power, defeat no longer looks like a temporary political setback. It looks like the loss of its only guarantee.‬

‪Under such conditions, the pursuit of state capture may become rational from within the game, even while remaining destructive to society. The problem lies with the players, and also with rules that make domination safer than partnership.‬

‪Levantica is an independent research and writing platform on identity and recognition in the Levant, built around this dilemma:‬

‪How can the states and societies of the Levant recognise their plurality without allowing any one community to become the exclusive owner of the state, and without reducing the alternative to a power-sharing formula that freezes division in place?‬

‪Levantica works across the space that runs through Syria, Lebanon, Jordan, Palestine, Israel and Iraq, and reads Turkey, Iran, Egypt and the Gulf states as comparative cases. This defines a field of study and implies no prior position on any sovereign arrangement or final settlement; Levantica argues each case in its own place.‬

‪For Levantica, the Levant is an interconnected unit of analysis, and it does not seek to turn it into a new sovereign union. Levantica follows the state, war and regional powers through to their effect on society: on communities, their relations, and the recognition between them. It reads the comparative cases through the same lens, even when a piece addresses one of them alone.‬

The name Levantica is a Latinate form of “the Levant”. It is neither an Arabic word nor an English one, and belongs to no single language. That is where the project itself stands.

‪Three connected themes‬

‪Identity and recognition: how narratives shape belonging, perceptions of others and the sources of legitimacy, and how identity can move from a source of meaning to a claim of ownership over the state.‬

‪Civic agency and spaces of mediation: who connects people to the state, who has the legitimacy to represent them, and when municipalities, trade unions, universities, media and civic initiatives are genuinely independent of state power, donors and communal leaders.‬

‪Governance and public policy: where recognition is tested in practice, through constitutional design, law, budgets, education, local government, and the distribution of resources and opportunities.‬

‪One conviction holds these themes together:‬

‪Every public policy carries within it a conception of identity and recognition, whether it declares that conception openly or conceals it behind neutral technical language.‬

‪Beyond being technical instruments, public policies determine who is recognised, who participates in decisions, who receives resources, and whose memory enters the public narrative.‬

‪The meaning of recognition‬

‪The Levant was shaped by overlapping communities, identities, languages and memories. None of them is a late addition to an otherwise pure origin. All have participated in making the region, even though they have not always possessed equal power, status or capacity to tell its history.‬

‪Recognition begins with acknowledging this collective and historical presence, then extends beyond culture and symbolism to rights, representation, institutions, law and public policy.‬

‪At the same time, recognising a community does not mean accepting a claim to exclusive sovereignty made in its name. Nor should recognition turn individuals into prisoners of an inherited identity or an imposed form of representation.‬

‪Communities are recognised; sovereignty belongs to the whole body of citizens.‬

‪Levantica applies the same standard to comparable acts. This does not mean imposing an artificial equivalence on fundamentally different situations. It examines each case in its own historical and legal context, and in light of its actual balance of power and structures of control.‬

‪What you will not find here‬

‪You will not find nostalgia for an imagined tolerant Levant that overlooks its history of domination, violence and inequality.‬

‪Nor will you find a new regional nationalism, a call to dismantle existing states or strip their institutions of legitimacy, or a defence of power-sharing arrangements that turn communities into closed political units controlled by self-appointed representatives.‬‪‬

‪And you will not find recognition of a community’s existence confused with endorsement of those who rule in its name, nor the defence of one community’s rights confused with the denial of another’s existence.‬

‪Levantica is regional in its analysis and committed to citizen sovereignty and stronger national institutions.‬

‪What you will find‬

‪Levantica publishes analytical essays, critical reviews of policies and reports, comparative readings, and work that connects debates about identity and recognition with local governance, law, economics, education and the distribution of resources.‬

Levantica publishes mostly in Arabic, and occasionally in English or another language when a piece calls for it. Any piece can be read in your language with the translate button on the website and in the app.

‪You will also find open questions that Levantica does not claim to have resolved. This is a research programme that develops through writing, testing and comparison, not a finished system searching for evidence to confirm itself.‬

‪Revision is part of how it produces knowledge.‬

‪If you have a question worth investigating, a case worth comparing, or a document worth reading critically, send it. Levantica’s agenda is built from questions like these as much as from its own essays.‬

‪On terminology‬

‪Levantica applies the same definitional standard to comparable facts, regardless of the identity of the actor. It distinguishes political description from legal characterisation and does not use a legal term without explaining its basis or authority.‬

‪It respects the self-identification of individuals and communities. It uses the official or self-adopted names of states, authorities and organisations without automatically endorsing the political or representative claims those names may contain.‬

‪Differences in power do not alter the moral or legal characterisation of an act. They do, however, affect the political and structural responsibility for producing and sustaining the wider reality. Levantica demonstrates that distinction through evidence and argument, and does not slip it in by quietly changing its vocabulary.‬

‪When Levantica makes a factual or sourcing error, it corrects it openly.‬

‪Subscribe if you are looking for writing that treats identity as a question of power and rights, civic organisation and action as a question of who represents, who mediates and who has the capacity to act, and governance as the process through which recognition, or its absence, becomes an everyday reality.‬
